文化部從2012年5月成立至今約2年時光，部內7個司中，共有19位司長換人，有如「大風吹」。立委蔣乃辛在立法院教育及文化委員會質詢時認為文化部的首長變動太快，將造成政策延續、以及相關事務處理上的問題，以及文化團體的困擾。立委鄭麗君更質疑文化部換事務官，竟比比行政院換事務官還快。

蔣乃辛認為，事務官變動頻繁，會造成業務上需要花許多力氣來銜接，更有可能出現銜接不上的問題，例如一個文化團體先找司長A洽談，下次見面時卻換成了同一司的司長B，團體代表還要再次說明計畫內容。鄭麗君認為，社會各界都應關心政府單位的人事異動，更擔心事務官的頻繁更動，是龍應台用人不夠準確。

文化部長龍應台對此回應，每個司長的變動都有原因，無法在這裡一一說明，有些是健康因素，有些是另有高就、或想轉換跑道，他都無權阻止。且他希望文化部是由戰力最強的戰友組成，他不希望讓不適任的人來，更不會隨意更動。

文化部對此補充說明，司長調整原因多為個人人生規劃：退休（2人）、升官（5人）、健康因素（2人）、自行請調（2人）等，文化部尊重其選擇。其餘調動則是因前面所提之人事調整而產生之連動。
