吳中書：佔中　要小心擦槍走火

中經院院長吳中書今日表示，香港佔中事件對短期經濟衝擊不大，但後續發展很重要，若有不理性或意外事件發生，易有擦槍走火效益，個人認為效益有限。中經院助理研究員陳馨蕙表示，電子業鎖定韓國、機械業瞄準日本，所以香港佔中影響不大。

吳中書表示，國際經濟主要干擾因素包括佔中事件、中國大陸調控、伊波拉病毒、歐元區寬鬆策略等，這些調整都是必要的，如果中國不調結構、打貪腐，以寬廣的角度來講，還是健康反映，各項事件中，反而以伊波拉病毒爭議對消費旅遊對市場影響為重。

以過去台灣製造業採購經理人（PMI；Purchasing Managers’ Index）指數來看，太陽花事件發生幾個月，景氣復甦趨勢沒有受到影響，去年10月、11月數值稍微不理想，到了3月以後指數表現都在58%到60%間，短期政治干擾對經濟表現有限；即使是烏克蘭事件，對中長期經濟衝擊也不會太大。

吳中書表示，南韓發生罷工事件，PMI指數達48.8%，從擴張轉向衰退，但國際資金抽離其他國家，依然陸續轉向韓國，也令人憂心。吳表示，只要經濟結構還可以，只是非經濟因素造成短期偏離，資金仍會轉入。（陳瑩欣／台北報導）
