水情險峻水利署擬明年加收耗水費

今年旱情險峻，全國累計停灌休耕面積超過4萬公頃，水利署今指出，除採取休耕停灌措施外，經濟部不排除於農曆過年後部分地區實施第二階段限水，為鼓勵節水，並回應社會各界呼籲落實用水正義之訴求，經濟部決定加速推動徵收耗水費政策，由原定2017年提前至2016年開始徵收。

水利署規劃修《水利法》，針對每月用水超過1000度的大戶加收耗水費，依用水量加收10%到30%不等，全台約有5886戶適用，大概佔全年用水總額26%，用水越多徵收越多，不影響一般民生用戶，法案預計農曆年前送行政院，並爭取立院下會期通過。

經濟部表示，目前規劃的徵收原則為大用水戶者優先徵收，不會影響一般民生用戶；營利單位優先徵收，用水越多徵收越多，對努力節水者提供減徵措施。另外徵收所得款項將用於水資源保護、輔導節約用水等。（唐鎮宇／台北報導）
