菲律賓全國經濟發展局局長巴里薩坎(Arsenio Balisacan)今天(6日)表示，受到政府限制稻米進口，以及超級強颱侵襲的後續效應，菲律賓2014年上半年的貧窮情況惡化。

巴里薩坎表示，2014上半年，菲律賓人的貧窮發生率來到25.8%，比2013年同期上升了1.2%。

巴里薩坎表示，糧食價格上漲，尤其是稻米，以及2013年超級強颱海燕(Typhoon Haiyan)摧殘菲律賓中部的後續影響，抵銷了人均所得的增加。

巴里薩坎表示，如果能夠更妥善處理全國的糧食供應，尤其是稻米的供應，可能避免貧窮情況的惡化。

菲律賓低收入家庭中，稻米的支出佔了家庭預算的20%。

巴里薩坎呼籲，重新審查政府的稻米自足政策，其中包括為鼓勵國內生產而限制稻米的進口。

他指出，就在全球稻米價格下跌時，菲律賓國內的價格卻在攀升。
