美國國防情報局一份解密文件披露，北韓曾在1990年代派出秘密突擊隊潛伏在美國，密謀攻擊美國核電廠以及主要城市。

美國福斯新聞指，報告日期追溯到2004年9月13日，透露北韓人民武裝力量部（即國防部）在1990年代初成立了五個聯絡辦公室，專門訓練秘密突擊隊特務，並將特務滲透到美國，準備一旦在戰爭時期，攻擊美國核電廠以及主要城市。報告提到：「北韓偵察局已經派特務準備就緒，攻擊美國核電廠」。

北韓成立聯絡辦公室、以及進行特務滲透的其中一個動力，正是因為當地研發多階段彈道飛彈進展緩慢。已知北韓擁有至少兩枚射程達到美國的長程飛彈，分別是試飛失敗的大浦洞2號飛彈，以及未曾試飛的KN-08洲際彈道飛彈。（國際中心／綜合外電報導）
