東勢區居民不滿「東勢-豐原生活圈快速道路」工程喊停，5日到東勢客家文化園區元宵新丁粄節活動會場，向副市長林陵三拉布條標語、舉牌抗議；副市長林陵三則表示，市府環境保護局已訂於3月13日再次召開環評會。

市府指出，去年8月底動工的東勢-豐原生活圈快速道路工程，因前市府團隊趕工強行推動，導致市府訴願敗訴，依法必須暫停施工。臺中市副市長林陵三5日表示，市府環境保護局已訂於3月13日再次召開環評會，由環評會決定是否進行第一階段環評重審，或進入第二階段環評，完成法定程序後為當地居民解決問題。

林副市長5日到東勢參加客庄年度盛事新丁粄節嘉年華活動，他向當地民眾說明，前市府團隊通過的環評審查，因法定程序未完備，經臺中市訴願審議委員會決議撤銷而失去效力，依法必須暫停施工；但市府了解東勢居民對這條快速道路工程的殷切期盼，將接續處理並完成法定程序，為民眾解決問題。

林副市長說，東勢-豐原生活圈快速道路工程開發案已於去年8月31日動工，總經費49億元，現已發包6億2000萬元，工程進度為13％。
